Displeased Orgs seeks clarification from CS on airport issue

ITANAGAR, Dec 21: The civil society bodies-Green Arunachal Foundation (GAF), Greenfield Airport Land Affected Peoples Forum of Hollongi (GALAPFH) and Arunachal Civil Society (ACS) have jointly asked the Chief Secretary Shakuntala D Gamlin to clarify her decision to write a controversial letter to secretary civil aviation in which she mentioned Hollongi as a Chakma settlement area.
In a joint press conference held here on Wednesday, the civil societies, while expressing displeasure over the letter, served 14 days ultimatum to the CS to rectify the alleged mistake and appealed her to send a fresh letter giving the actual facts.
"On what basis is Chief Secretary claiming that proposed land at Hollongi belong to the Chakmas, bypassing the rights of the local indigenous people of Hollongi. Is this a new policy of the government of Arunachal Pradesh to give the land of one of the major communities/tribes of the state to the Chakmas? If so, the state government needs to come out and explain it to the people. If not, then Arunachal deserves to be connected by air at the earliest," said Takam Tatung, chairman GAF.
Tatung further appealed CS to remain neutral and not to politicize the issue.
"CS office is playing dirty politics over airport issue. The Guwahati high court while dismissing a PIL filed by Karsingsa people have clearly stated that Hollongi is suitable for airport construction based on the report submitted by an expert committee constituted by the court. Now she is trying to sabotage airport project by trying to portray Hollongi as Chakma land and lobbying for Karsingsa," Tatung added while describing her act as anti-Arunachal.
ACS Chairman Patey Tayum alleged that CS is trying to incite infighting between people of Hollongi and Karsingsa by creating unnecessary controversy over project site. "Both Karsingsa/Banderdewa and Hollongi are inhabited by a particular major community/tribe of Arunachal Pradesh. As such, the Chief Secretary needs to act responsibly so as not to incite infighting within that community. It is feared that her act might prove to be divisive, instead of being decisive," said Tayum. He further added, "A decade has already been lost in the imbroglio for the construction site of the Greenfield Airport. It's time the process should not be disrupted due to personal reasons and gains. Arunachal needs the airport at the earliest."
Greenfield Airport Land Affected Peoples Forum of Hollongi (GALAPFH) secretary Likha Taji appealed state government not to play divisive politics over airport issue.
"Let there be international airport at Tezu, Pasighat etc. But don't deny this right to the people of capital complex. Government should not divide people on developmental issue," said Taji. He also said that people of Hollongi should not be punished for no fault of theirs.
"When airport authority of India decided to shift airport from Karsingsa to Hollongi, people of Hollongi had opposed it. We did not want to part away with our precious WRC land but ultimately we agreed in the greater interest of state. It's very wrong to say that few bunch of people shifted airport for their personal profit which is a wrong propaganda," added Taji. He also dismissed the report that Chakmas will be compensated.
"Initially 220 Chakma families were settled in certain areas of Hollongi. But now only around 150 remains and they are confined within designated camp. Therefore, Hollongi cannot be a Chakma land. CS has insulted the indigenous people of Hollongi. Chakmas will only be provided new land in place of the land being taken for airport. They are not being paid compensation as it being made out," said Taji.
Meanwhile, GAF Chairman Takam Tatung has appealed to the elected representatives, AAPSU and Chief Minister Pema Khandu to look into the matter before things take ugly turn.
Pario calls for proper strategy to achieve target under IHHL scheme
ITANAGAR, Dec 21: PHE & WS Minister Takam Pario urged the Departmental officers to develop proper strategy to achieve 40,000 numbers of Individual Household Latrines (IHHL) during the current year. The minister also asked the officers to involve all local MLAs and Panchayat leaders for implementation and proper monitoring of IHHL schemes.
While addressing at the Departmental review meeting on SBM-(Gramin) activities and Water Supply Sector here on December 19, the minister further desired to personally review the achievement on Panchayat/ Zilla/ Assembly segment wise basis. He further suggested for devoting more time to SBM-(G) activities to realize the dreams of the Prime Minister of India for making the State Open Defecation Free by 2nd October' 2019.
PHE & WS Commissioner HK Shalla, who presided over the meeting, urged all the field functionaries to implement the scheme as per the approved design and drawings. He warned for initiating disciplinary actions against non-performing and insincere field officers.
While participating in the discussion Parliamentary Secretary, PHE and WS Kumsi Sidisow stressed on constitution of Circle Level Monitoring team involving administrative officers,
Panchayat leaders, officers of line departments for successful implementation of activities under Swachh Bharat Mission-(Gramin).
While reviewing the status of execution of water supply for Longding Township under 10% lump sum grant both the Minister & Parliamentary Secretary expressed displeasure over the in ordinate delay for its commissioning and stressed for its completion by March'2017.
Earlier, overall discussion on status of SBM-(G) activities and Water Supply Sector was initiated by respective Chief Engineers Tomo Basar and Toko Jyoti.
It was informed in the meeting that total provisions of 40,000 number Individual Household Latrines (IHHL), 650 Nos. Community Sanitary Complex (CSC), 600 Nos. - Solid Liquid Waste Management (SLWM) have been made in the Annual Implementation Plan (AIP) during the current year. Intensive IEC campaigns were taken up across the state as part of awareness campaign to achieve ODF Status by 2ndOctober' 2019. The task being highly challenging particularly because of the existence of Defunct and Insanitary Toilets and emergence of new households in all the districts beyond the provisions of the Project Implementation Plan (PIP) conceived on the basis of Base Line Survey conducted during the year 2012.
Overall 176 rural habitations have been targeted to be covered during the current financial year under National Rural Drinking Water Supply Programme (NRDWP) under support from Ministry of Drinking Water & Sanitation, Govt. of India apart from major water supply projects funded under various sources. In view of drastic cut in the overall allocation under Water Supply Sector by the Ministry, coverage of habitations have been curtailed so much so that unless new avenues for funding is outsourced the coverage status shall be very low in view of more than 53% of habitations in the State still without proper and adequate water supply.
All the Superintending Engineers/Executive Engineers of various districts highlighted the status of all activities under SBM-(Gramin) and Water supply sector through Power Point Presentation.
State BJP dismayed at internal matter going public
ITANAGAR, Dec 21: Arunachal Pradesh unit of Bharatiya Janata Party (BJP) has expressed dismay at the news report published in certain section of local media "airing party's internal communication in public".
The state's top office bearers of the party in a meeting condemned the news report and flayed the indiscipline shown by certain quarters.
"The report has no endorsement from either central or state leadership," said the State BJP in a release, adding that State Disciplinary Committee has been tasked to inquire into the matter and bring it to logical conclusion.
Meanwhile, the State BJP has termed the victory of the party in the recently held Chandigarh Municipal elections as approval and acceptance of demonetisation.
Cong free India impossible: Ering
NAHARLAGUN, Dec 21: Senior Congress leader and Member of Parliament Ninong Ering has said that BJP's call for a 'Congress free" India is impossible and will remain a distant dream.
Interacting with the APYC office bearers at APYC office here on Wednesday, Ering said that Congress was the oldest and largest political party of the country and has served the people since the independence and even today.
He exhorted party cadres and workers to work with dedication, sincerity and commitment and expressed the confidence that Congress Party will come back to power.
He also dwelt at length on the effects of demonetization and flayed Prime Minister Narendra Modi for it.
"The demonetization is nothing but a political decision keeping in mind the up coming assembly elections next year," Ninong quipped.
APYC President Jikke Tako submitted two-point memorandum for maintenance of the APYC office and to take up the issue of late Haa Tama, to which the MP assured to take up the case for speedy delivery of justice to the victim and bereaved family.
Later, Ering meet the kin of Tama and consoled the family members and assured all possible support from his end for delivery of justice.
Felix gives emphasis on team work, realistic vision for development of Kurung Kumey
KOLORIANG, Dec 21: Parliamentary Secretary, Education-cum-Government Spokesperson Bamang Felix on Wednesday stressed on the need for team work for making Kurung-Kumey a model district in the state and requested all the Govt officers to evolve and frame realistic and suitable visions for overall development. Felix was addressing at the Coordination Meeting of Head of Offices (HoOs) and Administrative Officers of Kurung-Kumey district at DC's Conference Hall here.
While elaborating the people-friendly policy being initiated by the present state Government, the Nyapin MLA asked all the stakeholders to support and cooperate with the Government in letter and spirit. He further asked all the officers and officials present in the meeting to work with sincerity and dedication, without favour and fear.
Announcing that the Government of Arunachal Pradesh has scrapped the Plan and Non Plan system in the state Felix said that the erstwhile Plan and Non Plan system has been converted into Capital Expenditures and Revenue Expenditures. Under the new system, Annual Operating System (AOP) has been scrapped and State Development Council (SDC ) has been put in place in tune with the NITI AYOGH of Central Government.
He has been physically overseeing his Home Constituency (Nyapin, Phassang, Sangram and Nyobia Circles) for the last one-week with the officials of various departments.
Speaking on the occasion, Pani Taram, Parliamentary Secretary (Home), suggested all the head of Offices to submit all their proposals through Deputy Commissioner for further follow up at higher level.
While emphasising on the need for better roads and early completion of Sarli-Damin road, Taram asked the BRTF /BRO authorities to expedite their works within 2017. Both the MLAs of the district were unanimous in asking the BRTF/GREF authorities either to surrender the strategic road of Kurung-Kumey district or maintain it properly.

APP, Upper Subansiri, West Siang advance to quarterfinals
ITANAGAR, Dec 21: A brace from Gobinso Drai sent Arunachal Pradesh Police (APP) to a 2-1 win over Papum Pare to knock out round of the 15th Tadar Tang State Level Football Tournament 2016.
Upper Subansiri and West Siang also advanced to quarterfinal beating Anjaw 1-0 and Dibang Valley 4-0 respectively in their group matches played at Rajiv Gandhi Stadium, Naharlagun on Wednesday.
The match between APP and Papum Pare was evenly fought till the final whistle as Papum Pare needed at least a draw to keep hope alive to make it to the next stage.
Drai put APP ahead by scoring in 31st minute which was equalized by Taying Anthony in 37th minute from a free kick.
The match remained 1-1 at halftime.
Drai again struck in 50th minute (2-1) which ultimately turned out to be the match winner.
Liki Nirin of APP received marching order after he got second yellow card in 48th minute. The winger will miss the quarterfinal match.
In the second match, Upper Subansiri pipped Anjaw by 1-0, making them second team to qualify for quarter final.
Kenglu Kenglang scored the only goal of the match in 57th minute.
In the last match, West Siang thrashed Dibang Valley by 4-0.
Joken Ete scored the first goal in 27th minute after comedy of error from DV goalkeeper.
Jumdo Padu, Lollen Nyali, and Yomken Sora scored one goal each for in 10th, 62nd and 70th minute respectively.
By virtue of this win, West Siang also qualified for quarterfinals.

Paklu Taipodia secures 5th position in National Bodybuilding C’ship
ITANAGAR, Dec 21: Weightlifter turned bodybuilder Paklu Taipodia, representing Arunachal Pradesh, secured 5th position overall in her maiden participation in the 9th Satish Sugar Senior National Bodybuilding Championship at Belgovi, Karnataka which was held from December 16 -18.
Under the guidance of coach Raj Thakuri Taipodia who is also her husband, the mother of three and winner of 2016 Women's Sports Physique, secured the fifth position overcoming stiff challenges from many senior bodybuilders.
Taipodia is a former National level weightlifter from the state and first from the state to participate in the National Weightlifting Championship. She won Gold medal from her maiden participation at Eastern India Weightlifting Championship in 1997-98.
Meanwhile, Arunachal Bodybuilding Association President Techie Jovae and General Secretary Daniel Teli congratulated Taipodia for this remarkable achievement.
MES lift 2nd Winter Cup T20
TAWANG, Dec 21: Military Engineering Services (MES) lifted the 2nd Winter Cup T20 Cricket Tournament defeating Gorkha CC by six runs in the final on Wednesday.
Put into bat first, MES were propped up by a fighting knock by their opener Albert Hazarika (55) and captain Sanjay Koucher, who once again led from the front and scored 44. Despite their superb defiance, MES innings folded for 153, their lowest in the tournament.
Chasing the target, Gorkha got off to a flying start with opener Vijay scoring a vital 55. Scoring at a superior run-rate, Gorkha dashed towards the target, but regular wickets kept MES in the hunt throughout the game.
Defending a modest target, MES succeeded in dragging the fight into the penultimate over. Needing 9 runs from the final over, bowlers sealed a 6-run win for MES as Gorkha faltered in the final hurdle.
MES clean sweeped the individual trophies with skipper Sanjay Koucher (289 Runs) bagging the highest run getter while Vimal (19 wickets) and Rinku Thakuria (224 Runs and 4 wickets) pocketed the highest wicket taker and Man of the Series awards respectively.

APST introduce Itanagar-Dimapur bus service
ITANAGAR, Dec 21: The Arunachal Pradesh State Transport Services (APSTS) will start inter-state daily passenger night bus service from Itanagar to Dimapur and vice versa via Tezpur with effect from December 23. The departure timing from Itanagar shall be 3.30pm and the bus fare is fixed at Rs 460, according to an official release.
Staff crisis cripples SBI branch
NIRJULI, Dec 21: While demonetization has been holding the masses to ransom for they cannot claim their own hard earned money kept in banks, but the State Bank of India has been troubling the investors in its peculiar way.
Around 20,000 account holders including NERIST faculty members, students, traders of Nirjuli, Doimukh, Banderdewa are suffering for no staff in Nirjuli SBI branch that has been causing untold suffering to the account holders, IMC deputy chief councilor and Arunachal Chamber of Commerce & Industries general secretary Tarh Nachung expressed while discussing the demonetization impact with ACCI chief adviser Pradeep Kumar here on Wednesday.
Only two staff shuttling from one counter to the other to manage the SBI branch and complaint lodged with higher bank authority and request to post more staff and replace the present branch in-charge has yielded no result so far, Nachung claimed.
The SBI should have reflected more sensitivity with responsibility towards the necessity of its customers, particularly when they have been suffering because of the demonetization imposed since Nov 9 last. But, the SBI with its taken for granted attitude towards the customers has proved its true colour as it is interested not in welfare of the masses but in earning profit, rued Nachung.
Ambulance for Society
ROING, Dec 21: Lower Dibang Valley Deputy Commissioner Deepak Shinde on Wednesday flagged off an ambulance (Maruti Van) donated to Samaritan Society by MP Ninong Ering from his MPLAD fund.
The Deputy Commissioner exhorted the members of the Samaritan Society to carry out their duties sincerely and give every possible assistance to needy patients.
DPO Marto Dirchi, administrative officers and members of the NGO were present on the occasion.

DC approves draft DIP for Lohit district
TEZU, Dec 21: Lohit DC-cum-chairman District Level Implementation Committee (DLIC), Danish Ashraf approved the draft District Irrigation Plan (DIP) in respect of the district for onward submission to GoAP for preparation of State Irrigation Plan (SIP) on Tuesday last during a meeting of the DLIC under Pradhan Mantri Krishi Sinchai Yojana (PMKSY) programme at the DC's conference hall here.
The meeting was held to discuss on the final draft of District Irrigation Plan (DIP) prepared by NABCONS for Lohit district for final approval in DLIC.
It was attended by PD, ATMA-cum-Member Secretary, DLIC, A Pao, all the DLIC members viz. Executive Engineer WRD, EE (RWD), DHO, DFO, DDA and consultant NABCONS.
Fire destroys house
YUPIA, Dec 21: A private residence of one Takam Ranka of Tadar Hapa village under Kakoi Circle was completely gutted in a devastating fire which broke out in the morning of Dec 20 last.
The cause of the fire cannot be ascertained however, there was no report of any casualty as reported by Kakoi Circle Officer, Tana Babu. (DIPRO)
Coordination meeting on PMSMA held
Yupia, Dec 21: A District Level Coordination Committee meeting regarding Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) which is to be launched on 9th of January 2017 was held at Papum Pare DC's Conference Hall here on Wednesday.
Presiding over the meeting, DC Tai Kaye assured to extend all necessary cooperation to the District Health Society, Yupia. He asked the district health facilities to gear up for PMSMA launch by involving urban and Rural ASHA's to cover all pregnant women who have been missed or dropped out in routine antenatal care service. He also asked the Secretary Maharaj of R K Mission for cooperation in all the govt. health programmes He also advised the member present to carry out NHM activities sincerely and effectively.

WHL conducts Door-to-Door Awareness Campaigns
ITANAGAR, Dec 21: A three-day long door-to-door awareness campaign was organized by the Arunachal Women Helpline (AWH) team at Naharlagun, Karsingsa and Akashdeep market, which concluded here on Wednesday with the view to generate awareness among the people especially, womenfolk about the Helpline's programs and women-related government schemes.
The AWH team had been conducting similar campaigns to create awareness among small shop owners, vegetables and fruits vendors, tea seller etc.
DC convenes PMSMA governing meeting
YINGKIONG, Dec 21: A Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) Committee/Governing-cum-review meeting of Upper Siang was conducted under the chairmanship of DC at his Conference Hall on Tuesday last.
During the programme which was attended by District Coordinator (Education Dept.) in charge Deputy Director ICDS, CDPO and the block medical officers in charge along with programme management unit of NHM Upper Siang, all the medical officers and other vertical programme officers like DTO/DSO gave details of their progress till the second quarter of the current fiscal.
DPMNHM Okang Borang gave details regarding the progress of District Health Society while, DRCHO, Dr. Appir Apang discussed in detail about the new programme, Pradhan Mantri Surakshit Matritva Abhiyan.

Birth anniversary of Sri Maa Sarada Devi observed
AALO, Dec 21: The 164th birthday celebration of Sri Maa Sarada Devi was held in Ramakrishna Mission, here on Tuesday last.
Pujas were performed by the Sadhus and Brahmacharis of the Mission while, devotional songs, vedic chanting and stotras, reading of life and teachings of Sri Maa Sarada Devi were also presented by monks, staff and students.

Niba Hospital celebrates 17th Foundation Day

Earlier on the eve of foundation day, Niba Hospital celebrated success of 468 cleft surgeries which the hospital had conducted in association with Smile Train Foundation. Dr. Jini and Dr Taba Nirmali are people who are responsible for bringing this project in Niba Hospital.

Silver jubilee celebration
ITANAGAR, Dec 21: Tirap Sakan Baptist Church celebrated quarter century of its existence on Wednesday amidst prayers and hymns. Nampong MLA Laisam Simai, who attended the pious occasion, emphasized on youth power and asked them to come forward in social activities as well as lead their respective societies to achieve remarkable results in all field.
The silver jubilee celebration was followed by an interactive meet with the villagers. Replying to the five point memorandum, Simai said the demand of link road and water supply unit will be fulfilled within this financial year.
Simai further advised both the villagers and the HoDs to help each other in sorting out the minor local problems.

The officials of Department of Legal Metrology & CA will also guide the consumers in solving their cases through appropriate forum.
The consumers can also seek advice through Departmental toll free Consumer Helpline No. 1800-345-3601, if they cannot approach CCC in person.
While terming it as innovative and pro-consumer approach, Controller of Legal Metrology, Hokum Ori appealed citizens to avail the opportunity.
The special Consumer Care Centre being organized as part of National Consumer Day celebration will open from 10 am to 2.30 pm.
Basic computer course
ITANAGAR, Dec 21: A month-long Basic Computer Course for Adolescent Girls (AGs) under Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (RGSEAG)-SABLA commenced at Eastern Frontier Institute, Ganga here on Wednesday.
A total of 13 AGs of age bracket 16-18 years from Itanagar area are attending the training.
SC Tok, CDPO, Urban ICDS Project, Itanagar informed the learners on the utility of computer and its role in present day society. He advised them to attend the training very sincerely to learn the basics of computer and improve their computer knowledge and skills.
The computer training is organized by Urban ICDS Project, Itanagar.
A similar computer training programme also commenced at Balijan on Wednesday. Ten AGs from Balijan area are attending training.
Allegations refuted
ITANAGAR, Dec 21: Responding to an allegation of absenteeism leveled against the Upper Subansiri DMO, the Superintendent of District Hospital, Daporijo has clarified that the DMO is currently on a one month's leave (Earned Leave) and Dr J Mara, MD is the DMO in-charge.
Similarly, the Blood Bank Technician was also on 3 days casual leave and the standby Blood Bank technician is working 24x7 days.
The blood bank and the solar electricity backed up by DG set are working round-the-clock in the District Hospital, the Hospital Superintendent claimed.
"However, storage facilities is currently not available due to some technical problems", the Hospital Superintendent clarified.
Terming the allegations of 'Arunachal Vivekananda Yuva Shakti (AVSY) Upper Subansiri District Unit, which were published in sections of local dailies, as false and fabricated, the Hospital Superintendent requested the NGO not to make such allegation in future without any proof, which may malign the image of Department and persons involved in it.
Briefing on Online postal paper of service voters
BOMDILA, Dec 21: A briefing was given on online postal paper of service voters to the Commanding Officers and representatives of the Army, SSB, ITBP, BRO and EROs/AEROs of the district here on Wednesday.
While imparting the training with the help of a power point presentation DC in-charge ADC, Dagbom Riba and ERO, Sang Khandu along with Kalaktang ADC, H Lailang impressed upon the officers to get well acquainted with the process as a good chunk of the service voters comes from the army, para military and the BRO. Teacher no more
YUPIA, Dec 21: Babul Thakuria, an Assistant Teacher (AT) of Government Secondary School, Kakoi, Kimin has died on Dec 21.
Born on Jan 1, 1959 in Nalbari district, Assam, Babul Thakuria had joined the department as AT on Dec 12, 1985. He is survived by his wife and 3 daughters.
Meanwhile, the officers/officials of the DDSE, Papum Pare district, Yupia has also extended their heartfelt condolences to the bereaved family and observed two minutes silence as a mark of respect for the departed soul during a condolence meeting.
Recalling late Thakuria as a sincere and dedicated employee, the officers/officials further said that his contribution towards the department will be always appreciated. (DIPRO)

The political battle between Congress and BJP on Wednesday reached another new level.
Congress vice-president Rahul during a rally at Mehsana in Gujarat alleged that Prime
Minister Narendra Modi received money from Sahara and Birla groups as Gujarat Chief
Minister in 2013. BJP immediately thrashed the allegation saying they are aimed at
diverting attention from the alleged involvement of Congressmen in VVIP chopper scam.
Both the sides continued to indulge in political slugfest throughout the day. The
issue is expected to dominate public and political discourse for the next few days.
Though BJP dismissed the allegation out-rightly but there is no harm in investigating
the allegation. As per the report in national media, income tax department conducted
raids in various offices of Birla and Sahara and seized materials in which name of
PM Modi allegedly came up. Rahul Gandhi has made a serious allegation of corruption
and it has potential to dent the image of PM. Though BJP do not take Mr Gandhi seriously
but considering the political nature of India his allegation might have some kind
of impact. Therefore before giving initiative to Congress, government should consider
probing the charge.

Ease the burden
Dear Editor,
We are writing through your widely read daily for the Readers' Forum with a head
hung in shame. Ashamed, of being Contractual employees under RNTCP! The moment we
say we work for RNTCP as a contractual employee, people look at us with pitiful eyes.
Recently the Govt. of A.P has decided to implement the 7th pay commission in our
State. The COSAAP has thanked the CM with happy hearts. We would like to ask our
beloved young and dynamic CM, when we the RNTCP Contractual employees have not been
paid our salaries since August, you go and give the "sincere" regular employees a
"much deserved" raise. Is it not a resounding slap on our face for being a contractual
employee? If the salary of regular employees were not paid even for a month, would
they be working sincerely still without raising a word?
We are facing lot of hardship in the district. We wish our Health Commissioner, Mission
Director (NHM), STO and people at the State level are working out something to at
least ease the burden during this festive season. Otherwise many of us Christians
will have to forget about the Christmas gifts for our kids and family. Or else let
us do some part time jobs to put food in our children's stomach.
We had high hopes from the incumbent Commissioner, but sadly nothing has materialized.
It is becoming quite boring we can understand. Everybody is bored of our salary problem
to be frank. Therefore without any more drama, we would like to request our young
CM, Health Commissioner, STO and MD (NHM) to look into the matter with a humane heart
keeping in mind that we are also human beings just like them.

Cashless transactions-I
Dear Editor,
This refers to your editorial "Cashless Transactions" (Dec 20). Demo-netisation has
led to a spurt in non-cash transactions. The demonetisation of Rs.500 and Rs.1, 000
notes is now forcing people to use plastic money for essential day-to-day purchases.
Our PM's dream of ushering in a cashless economy is laudable, but it requires drastic
measures to discipline traders and business establishments. PM has called for a movement
to turn India into a cashless society, asking youth to teach their families, mobile
and e-commerce technology. No doubt the torment and anxiety caused by demonetisation
will remain for some time but the spurt in the use of plastic money and e-wallets
will prove as positive outcome.

Cashless transaction-II
Dear Editor,
Your editorial, "Cashless transaction" (December 20), is right in pointing out, "The
move of the central Govt. to go for cashless transaction may take a longer time as
the people of the country, particularly in rural area, are still clueless about the
cashless economy."
Cashless transactions involving, say over Rs.50,000 are welcome but 100 per cent
cashless transactions will only add insult to injury. In that case, we cannot use
even a pay toilet whatever may be our urgency if there is a link / tower failure.
When the countries like the United States of America are not going for 100 per cent
cashless with 99 per cent literacy, it will be ludicrous if India tries it with only
74.4 per cent literacy. Without hurting the wounds of the poor, the government should
now clean 95 per cent of the black wealth in the form of benami property, gold and
foreign bank deposit abroad off our economy.
Otherwise, the ongoing economic Swachh Abihiyan will only be reduced to abolishing
fake currency which could have been done in a smoother way.

A clarification
Dear Editor,
This is in reference to the news published on Dec 15th 2016 last with the headline
"Construction Co. resents non-payment" where one Rao Dele, Proprietor of RD Engineering
Co. has made an allegation against me stating violation of deed of agreement and
non release of payment for formation cutting work of 2000mt by GYT Trading Centre.
On 16th February 2015 a deed of agreement was signed between GYT Trading centre and
RD Engineering Co. in the court of CJM Roing wherein terms and condition were also
included for the execution of the work allotted to the RD Engineering Co. by GYT
which includes Formation Cutting Work of 2000mt, Retaining wall of 50mt, slab culvert
of 30mt, breast wall of 50mt but till date no documents or any kind of certificate
have been served to me from RD Engineering Co. and as well as from the office of
RWD which could certify the completion of his allotted works, and without such certificates,
it is not possible to make the payments.
It will be worth to mention here that since from the starting day, Rao Dele has not
yet executed his work which was allotted to him by the GYT Trading Centre. Signing
a deed of agreements does not prove that he has completed the whole work. First he
must furnish satisfactory certificate from the concerned departments and will have
to show his work to the GYT Trading center then only we can make the payments.
I would like to inform you that a team of engineers will be sent to the site from
both GYT Trading centre and RWD to examine the whole work and after complete verification
and affirmation; the payment will be made accordingly.

Expensive Tadar Tang Memorial Football Tournament
Dear Editor,
The most prestigious and much awaited football tournament of the State, Tadar Tang
Memorial Football Tournament 2016 is on full swing at Rajiv Gandhi Stadium, Naharlagun.
This is for the first time in history that the colorful teams from all the Districts
are participating in the tournament and are vying for coveted Trophy.
It is an opportunity to ogle at the myriad of teams in action but our opportunity
is slipping from our hand due to high price of ticket especially for daily spectators.
Many a time spectators turn away from the ticket counter or do not wish to go to
the Stadium due to high cost of the ticket.
Late Tadar Tang was a memorable and respectable leader of our State. He was a selfless
leader. If he were alive today, he would have wished that the cost of ticket is as
nominal as possible if not free so that all the football lovers, public can enjoy
this premier football tournament as festival. Since Tadar Tang Memorial Football
Tournament is a Govt. sponsored tournament; it is therefore, commercialization of
tournament.
Therefore, we urge and pray the concerned Authority to reduce the price of the ticket
or sell the ticket per match as low as possible.
Polo Colony Youth urge upon the concerned Authority to provide at least a dozen of
Police personnel as night shift duty at Govt. Hr. Sec. School Polo Colony since more
than a dozen of teams are staying there.
Lastly, we request respective teams to maintain sportsmanship and discipline on and
off the field.

My Himalayan paradise
Dear Editor,
Himalayas form one of the longest chains of mountains in the world which runs all
along the border of Northern India --- right from Jammu and Kashmir in the West to
Arunachal Pradesh in the East. Not to forget its dominance in Nepal, Bhutan and China's
Tibetan autonomous region as well. That the Himalayas get described as "Great" is
not a bit of exaggeration --- lush green hills, snow-capped peaks, gurgling rivers,
energetic streams, chilly winds, snowy passes, religious sites, beautiful monasteries
reflecting unique Buddhist architecture, diverse wildlife, colourful flowers and
rare orchids bring out the best of the mountains.
Though I reside in Kolkata, I feel a strong bonding with the Himalayas right from
my childhood. I was just three and half years old(in mid-2008) when I had taken
my first glimpse at the "Great Himalayas". Though it was primarily a trip to Dooars
in North Bengal, we had also ventured to the Himalayas of neighbouring Darjeeling
district bordering Bhutan. It was followed by successive trips to the Himalayas ---
Darjeeling Hills (2009), Bhutan (2013), Nepal (2015) and Arunachal Pradesh --- the
enchanting North-Eastern state from where I have returned just two months ago.
Since I was a kid during our visits to Darjeeling Himalayas, I cannot recall all
the experiences of those places; still I possess memories of the Bindu barrage over
Jaldhaka river (right on the Indo-Bhutan border) and our stroll on the Bhutan soil,
Cactus Garden at Kalimpong, tiny hamlet of Rishop and the monastery at Lava surrounded
by gallant mountain ridges on all sides.
But I vividly remember my visits to the Himalayas from the trip of Bhutan.
Bhutan --- a small country, lying on the north of India, is worth praising for its
natural beauties. All the fundamental features and characteristics of the Himalayas,
which I have stated earlier, are omnipresent in Bhutan. The country is dotted with
numerous monasteries, Dzongs and Chortens. Every building in the country symbolises
traditional Bhutanese architecture. The country has presented an unique philosophy
to the world called 'Gross National Happiness' which aspires to bring a smile on
the faces of every Bhutanese citizen and make the country green through the promotion
of health, education, ecology etc. And this feel-good factor in the environment
renders a positive effect among the tourists as well making their trip to Bhutan
memorable. This concept of 'Live and Let Live' should be well appreciated by other
countries to make the world a peaceful and tolerant one.
In Nepal, a Hindu-dominated country, we can see abundance of temples including the
holy Pashupatinath shrine at Kathmandu. Kathmandu is a special city because of its
mixture of ancient and modern elements thanks to the coexistence of centuries-old
temples and Durbar Square (the UNESCO World Heritage site, parts of which had got
destroyed by the devastating earthquake just a month after our visit) on one side
and glittering shopping malls and glamorous hotels on the other. The city is dotted
with Buddhist sites as well like the Boudhanath Stupa on the valley and Swayambhunath
perched high on a hill-top. Not to forget Pokhara whose beauty centres around the
large lake, with adventure-filled Mahendra Caves and the gallant Davies Falls being
the other major attractions.
The trip to Arunachal Pradesh is the freshest among all of my Himalayan trips till
date. I can still breathe the fresh scent of the mountains and that chilly weather
of Tawang, that miraculous scene of the Kameng River flowing through the town of
Dirang from the balcony of Hotel Pemaling. The memory of our "adventure" through
the rough terrain, rendered slippery due to incessant rains, while on our journey
towards the Bum La Pass and the Indo-China border still make me shudder in delight!
Yes, in my eyes, Himalaya is paradise --- right from the towns/cities of Phuentsholing,
Thimphu, Paro, Pokhara, Kathmandu, Kalimpong, Dirang, Tawang; monasteries/Dzongs
at Punakha, Bomdilla and Tawang; lakes at Pokhara (Phewa) and Arunachal Pradesh (P.T.Tso);
high mountainous Pass, be it Sela(Arunachal Pradesh) or Chelela(Bhutan); the enchanting
rivers Teesta, Wang Chu, Paro Chu, Trishuli, Kameng to the grazing of independent
Yak or Takin on the hills and lastly(but not the least) the good gentle dignified
behaviour of the Great residents of the Great Himalayas.
